12-19-00 To send the Outgoing Associate Vice-President to the NAHB Convention, paid
by the HBA.
9-19-00 Single Site Parade of Homes will be named Parade of Homes® no matter if there is one or two events during a year.
9-19-00 Parade of Homes Site Selection Committee will consist of 50% of Builders in the Parade(s), three (3) Associate Members, current Developer(s), two (2) Past Developers, one Past President, and the Outgoing and Incoming Chairmen.
7-25-00 Parade fees for Affordable Parade (those under $200,000.) is $3,000. per builder.
7-25-00 For every cell phone call at a board meeting, a $10 donation will be made to the Scholarship Fund by the affected member.
4-18-00 After a member company's account is 60 days delinquent, an accrued late fee of 2% per month, will be charged on the outstanding past due balance.
4-18-00 Suspension of Membership: After a member company's account is 90 days past due, all membership rights will be suspended until all charges and balances are satisfied.
3-20-00 The Executive Committee has the authority to approve all collection or write-offs of bad debt members on a case by case basis after 90 days of financial delinquency.
2-15-00 Regarding the Parade of Homes®, disclosure must occur by the parade developer,
of knowable subsurface conditions dealing with main line, lateral, and basement excavation as soon as it's discovered, preferably before The Builder Lottery. If developer violates this policy, then the developer is responsible for extra cost incurred by individual builders with the invoice to be approved by Parade
Committee.

11-16-99 An effort must be made that all HBA projects and functions be operated at break even.
10-19-99 HBA is to lien, if possible, the Parade Developer for lot balances of Parade Builders.
8-17-99 Spec Home entries for two (2) consecutive Showcase of Homes Events will be $500 per entry rather than the normal $1,000 per entry.
3-16-99 The HBA will accept Visa / MasterCard.

12-15-98 Board members who fail to bring the official Board Book to meetings will be fined $5.00 per occurrence.
11-17-98 Absentee ballots are accepted for the election of the Board of Directors which occurs at the annual meeting each year.
The following must take place:
- Absentee voters must physically come to the HBA office, sign in, put a completed ballot in an enclosed envelope with company name on the outside, and have a staff member verify the receipt of the ballot in writing.
- No absentee ballots will be accepted the day of the annual meeting and must be delivered by the company member representative by close of business on the Friday before the meeting.
10-20-98 A policy that a member who has been delinquent for ninety (90) days will be suspended. The suspended member due to a delinquency, can make full payment within the next thirty (30) days with an additional $100.00 administrative fee. If the delinquency reaches 120 days past due, then their membership is expelled from the Organization. An expelled member cannot re-apply for membership for one (1) year.
7-21-98 No HBA Officer or Board Member may use their HBA title or influence on personal matters without the approval of the Executive Committee or Board of Directors.
7-21-98 The financial budgets of every project and event of the HBA must be approved by
the Executive Committee with the exception of the Home & Garden Show, Parade of Homes, and Showcase of Homes, which must be approved by the Board of Directors.
7-21-98 Reimbursement for expenses for Directors at National & State Meetings. Policy made
to reimburse Officers attending National Spring Meeting in the amount up to $150.00 per night. The Officers will be required to turn in all receipts to receive the monies. Regarding state meetings, there will be no allowance. However the local HBA will pay for the rooms & registration when they make the reservations through the HBA. Attendance at Board meeting is required to receive allowances.

Accounting:
5-19-98 a. Financial report must be received by executive board at least one week before all board meetings. Accountant to mail directly to each executive committee member.
b. Executive board members to fax requests for any financial information or invoices in question to executive officer at least two (2) business days before board meeting. Executive officer will bring all requested information to the executive board meeting for review.
c. An income and expense report of projects on approximate financials at each executive committee.
d. If changes require additional work by the accountant, then the budget needs to be increased to cover the additional costs.
e. Breakdown of each event - financial analysis of income and expenses by line item.
f. No mixture of gross and net figures for income statement and budget. Must be all gross figures. Gross expenses of projects to become line items under cost of operations budget.

Executive:
5-19-98 a. Monthly expense account and credit card report must be filed by executive officer
and any other officer requesting same.
b. Purpose of each expense to be documented.
c. Report must be signed off by the president each month.
d. Executive Officer to secure appropriate form to be used.
e. No staff raises or bonuses without executive board approval and E.O.'s recommendation.
f. Semi-annual evaluation of executive officer by executive committee.
1. 1st evaluation to be due by May 31st.
2. 2nd evaluation to be due by Nov. 30th.

5-19-98 Pertains to life, regular, and alternate directors (when voting) who requests payment
in writing within 60 days, and meeting the minimum requirement of attending the
Board of Director's meeting and being a voting status active local

Showcase of Homes Site Sign Policy
- There will be a charge of $100 each for replacement of site signs.
- There is no charge for first time entrees. This would only be for past showcase participants up to three (3) years.

Presidential Advertisements
1) Include President in all committee listings.
2) Each Builder & Remodeler Publication shall feature the President, Chairman, Committee & Executive Officer.
3) For Vindicator tabloids, the HBA will buy advertising space, (3 x 6 column), to feature the President.
4) Continue The Home of the Week in the Vindicator for the President with photo.
5) Include mix of President, Executive Officer and Project Chairs, in all T.V. & Radio remotes.
Every effort must be made to be consistent from one President to the next.
5-19-98 - In all matters pertaining to HBA business, no board of director or staff member, may receive compensations or gift(s) valued at $100.00 or more, without approval of the HBA Board of Directors. Violations could result in dismissal from office or the Board of Directors.
No staff member may receive any compensation and/or gift for assistance in lead generation or referrals. Violation of this rule would result in disciplinary procedures and or loss of employment.

2-18-97 - Policy to establish a "Retired" Members Classification with yearly dues fee of
50 % of the normal dues per classification, with no voting rights. This is in order for this class of member to receive all local mailings.
For those Retired Member companies who do not want mailing privileges, they
would be considered Honorary Members.
1-21-97 - Policy that HBA members are advised not to become involved in disputes between contractors and consumers.
6-11-96 - Policy to approve Industry Standards Manual as the standards for construction
by HBA members.
5-14-96 - Policy to discontinue the construction of an HBA Dream Home.
12-12-95 - To amend HBA Mission Statement to include a paragraph on Community Service.
9-12-95 - To make the HBA office smoke-free.
11-8-94 - To approve a Utility Neutral stance for Parade type of events. Also, to accept
a multi year agreement with Ohio Edison Company to receive funding for
Good Cents or Geothermal homes in shows.
9-13-94 - Policy to support Townships bonding requirements for street damage.
8-9-94 - Policy to make HBA events Utility Neutral to benefit all builders of the Association.
4-13-93 - Policy to allow Executive Officer to send letter through money saving benefit
companies to members promoting programs once approved by the Board of Directors.
12-8-92 - Policy to establish a Branch Dues Subscription Structure to receive HBA mailings. To
receive The Courier only - $75.00 per year; to receive all local mailings - $175.00 per year.
These rates are per branch or locations over and above member company's primary location.
12-8-92 - Policy to establish a minimum $2,000.00 Legal Defense Fund.
